Six Charged in Greenville County Child Sex Ring Case, Including Former Public Safety Officers

GREENVILLE, S.C. — Six people, including a former Greenville fire training officer and two former police officers, have been arrested and charged in connection with an alleged child sex ring that operated between 1998 and 2003, according to the Greenville County Sheriff’s Office.

The investigation began in January 2026 after two victims came forward with allegations of criminal sexual conduct. A third victim was later identified during the course of the investigation. On Tuesday, May 19, the Sheriff’s Office Specialized Investigations Division executed multiple search warrants at the homes of the six suspects, all of whom are described by investigators as friends or acquaintances.

The Suspects

Matthew Joseph Fay, 48, faces the most extensive list of charges, including five counts of first-degree criminal sexual conduct with a minor, third-degree criminal sexual conduct with a minor, criminal solicitation of a minor, incest, criminal conspiracy, and accessory before the fact. The City of Greenville confirmed Fay served as a training officer with the Greenville City Fire Department from January 2026 to May 2026 and is no longer employed there. Investigators allege Fay drove a minor to various locations where multiple men sexually assaulted the victim, communicated with a minor to solicit sexual activity, and sexually assaulted a blood relative.

Allen Randolph Foltz, 58, of Fountain Inn, is charged with six counts of first-degree criminal sexual conduct with a minor under 11 years old, unlawful conduct toward a child, and criminal conspiracy. Officials say Foltz previously worked for the Mauldin Police Department and left the agency in 2005. He is accused of sexually assaulting a child he was babysitting and maintaining unsafe living conditions for a minor in his care.

Paula Lawrence Foltz, 58, also of Fountain Inn, faces charges of accessory before and after the fact of a felony, criminal conspiracy, and unlawful conduct toward a child. According to investigators, she pulled children out of bed at night so her husband could sexually assault them and retrieved any child who attempted to flee.

Edward John Storer, 57, is charged with three counts of first-degree criminal sexual conduct with a minor under 11 years old, unlawful conduct toward a child, and criminal conspiracy. He is accused of sexually assaulting a victim he was babysitting.

Jeannine Wisler Storer, 59, faces charges of unlawful conduct toward a child, criminal conspiracy, and accessory before and after the fact. Like Paula Foltz, she is accused of pulling children from their beds to enable her husband’s alleged assaults and retrieving those who tried to escape.

Waylon William Rogers, 48, of Simpsonville, is charged with first-degree criminal sexual conduct with a minor, criminal solicitation of a minor, and criminal conspiracy. The Greenville Police Department confirmed Rogers worked there from April 17, 2000, until January 5, 2007.

Bond Denied

All six suspects appeared in bond court Wednesday morning and were denied bond.

The alleged crimes, which investigators say occurred over a five-year span from 1998 to 2003, involved coordinated efforts among the defendants to enable abuse, often while the suspects were entrusted with the care of the victims as babysitters.
