CHATTANOOGA, Tenn. — A Chattanooga man has been arrested and charged after a Ring doorbell camera captured him committing a lewd act outside a woman’s apartment door, authorities said. The incident, which left the resident feeling unsafe in her home, occurred at the District at Hamilton Place apartments and was recorded on video.
Police identified the suspect as Cedrick Nevins, charging him with public indecency, indecent exposure and aggravated criminal trespassing, according to authorities. Court records indicate this was not the first time Nevins engaged in inappropriate behavior at the same complex.
Surveillance footage shows a man wearing a ski mask, tank top and shoes setting a chair near the woman’s front door before engaging in the lewd act. The resident, whose identity has been withheld for privacy, said the man appeared shortly after her boyfriend left the apartment, leading her to believe she was being watched.

Police discovered a prior report at the same location involving a similar incident that was also captured on Ring video. After that earlier encounter, Nevins had been barred from the property.
The woman expressed frustration, saying she felt the response to the incident was not as serious as it should have been. In the days that followed, she said the apartment complex management had not notified residents about the event, despite reportedly being aware of what happened. Attempts to obtain comment from management were unsuccessful.
Nevins was taken into custody on active warrants related to the case. Police continue to investigate.
